normally my game seems to run at frame rates fluctuating between around 80 to 120 but the game does not run smooth. however 2 nights ago without changing any settings the game ran at a locked 60fps and it was smooth as butter. since then it is back to fluctuating frame rates and stuttering. how can i lock in the frame rate to 60fps like it was that one time ?? i have v-sync on in game BTW

Alt+enter so you get back to full screen mode.
The game can sometimes launch borderless windowed or change to that if you alt+tab out. In windowed mode the vsync doesn't work so your framerate fluctuates.

It depends on your personal needs. I always use full screen, some people use borderless full screen for reasons.

If it's possible, allways use fullscreen. Not an expert but I'v heared that running in border mode can inpact the performance greatly.

Yep, using real fullscreen and enabling v-sync should do the trick. Also make sure to leave the refresh rate to default.
