I believe this would be a pretty tight game, that would garner a lot of new Bugbear fans!
Just use the AI as a cop car, with the current AI we have now it would be pretty hard to shake off the police!
just have neighborhoods and downtown city areas for chase maps! in different regions Ie, Europe, San Francisco, Industrial Park etc!

The game would be off the charts in no time!
Ok,... look, here is an example of how fun it would be  ;D

Sounds like Chase H.Q. inverse. It was kind of done in NFS Most Wanted too. Sounds like a great mode of play for wreckfest though, with the one in pursuit having a time limit to stop the other, having a little more power to catch up. You could play either side in multiplayer

Yeah good point, would be an awesome mode in our current WF,.. however that may take quite a long time to add in. also the theme of WF as we know it now, is quite different than having special modes like police action. so maybe it would be best to have Copfest as a totally new stand-alone game.

I know they can make an awesome police chase game, it's just the general interest in the idea amongst all the Bugbear team that would push this concept forward. and if it would be marketable, which I am pretty sure would be appreciated by a lot of people  ;)

And the game modes could be quite broad actually!

Flee the police (Try to ditch (evade) the police)
Felony Call (Locate and capture bad guy)
Be a cop (Patrol streets trying to find traffic offenders such as speeders, red light runners, drunk drivers, etc)
Road Block basher (Bash through as many roadblocks, until your car is deemed destroyed)
Free Roam (must obey traffic laws - when spotted by police breaking traffic laws, pursuits will occur)
Joy Ride (Enjoy driving like a maniac, speeding, running lights, pitting cars, destroying fences, fire hydrants, just anything crazy for a set time limit) = how much in $ damages acquired
etc...

But after Wreckfest completes,  I would like to see this type of game realized by Bugbear! let them focus on this already title!

Maybe like a unofficial cop group that drive huge trucks and run over your cars that think they are keeping order.

Would be awesomely epic! (Can I say that? Or actually I don't care because I'm awesome)
I love cops&robbers stuff, and with ROMU engine it'd be simply awesome. This is bound to happen by mods in Wreckfest too but as a standalone game it would be even more awesome!

i5 2310, 2.9Ghz
GeForce GTX 750 ti, 2Gb
8Gb's RAM

Great idea!  :) I would buy this game without second thought, if it would have same type of realistic driving physics than current WF has.  Realistic physics would make game to stand out from similar arcade titles.
Once Bugbear has ROMU engine finished, they could have a signigicant head start for future game titles, so they could in great parts re-use the same fine game engine they now have (no need to reinvent the whole wheel again).

Assist helicopter (While you drive you get trough radio changing map coordinates of operations. You get assignement to advance towards area, and later asked to block specific street location, etc)

These might not fit to Copfest title, but boy, would it be nice to have these modes too ;)
Ambulance drive (locate patient address, drive trough traffic jams, choose optimal driving route, avoid any crash which could fail mission, use risk/reward judgement when speeding trough red lights)
Fire department drive (same as Ambulance, but drive much bigger truck)
i5 2500K, 8GB RAMDDR3 1600, Win7 64-bit
GTX 560 DCII TOP, 1GB GDDR5, Controller: keyboard (current generic powersliding biased test setup)
Elwood: "Our Lady of Blessed Acceleration.. don't fail me now!"

and that sounds like Carmageddon!  :D I'm not trying to say any of this is a bad idea or stale or whatever, a game I still play occasionally is NFS Hot Pursuit 2 on PS2.  Has to be the PS2 version tho.. It has longevity. It had a lot of the points brought up actually -

Helicopter - was against you dropping explosive barrels in front of you though  ???
Flee the police (Try to ditch (evade) the police) -check
Felony Call (Locate and capture bad guy)  - kind of, catch up and ram racers, call in spike strips/road blocks, prevent race finish
Road Block basher (Bash through as many roadblocks, until your car is deemed destroyed) -You were doing that while trying to win a race (but no total destruction of vehicles though)

Joy Ride (Enjoy driving like a maniac, speeding, running lights, pitting cars, destroying fences, fire hydrants, just anything crazy for a set time limit) = how much in $ damages acquired - And now the fruits of Burnout :D

NFSHPII was a fair chunk of the fun in your idea minus the excellent deformation and handling. (handling was very controllable though between arcade and realistic)

Too long? Didn't read? If BugBear made something of their own cat v mouse chase game with all the choice best bits from Carmageddon, NFSHPII(PS2), Burnout Takedown, and Wreckfest - keeping it all a lot more on the side of realism than arcade- -

it's bound to be good. I'd buy it twice.

As long as it features cheesy acting with a strong Finnish accent, I am good

The actor behind Roscoe P. Coltrane recently died, so some Dukes of Hazard style cop chases would make a nice tribute.

There can't be many "you're the police" type racing games. games like NFS are tacked on to a normal racing game, but you can drive a police car (like GTA, Driver: San Fran, etc)

curious, i had a look around, Police Force 2 is a buggy mess (to put it mildly).
On the beat I encountered NPC vehicles driving into walls, my own vehicle getting caught on scenery, falling through floors, other officers walking faster than I could run, and even car thieves kindly stopping at red lights so I could arrest them.

the rest are not highway patrol, but other cop things, like SWAT-ting.
He's dusted, busted and disgusted, but he's ok.

They're crowdfunding the new Super Troopers 2 movie, maybe they could make a Super Troopers driving game as well.

Mother of God!

Copfest sounds a lot like a minigame my friend and I made in GTA 5.

I pictured a porno directed by Michale Bay, with explosions and stuff, and car parts flying across the screen.
